The Swansea Bay City Deal is managed by a Portfolio Management Office (PoMO) which is responsible for the day-to-day running of the Portfolio.

The PoMO oversees the governance and due diligence of the City Deal along with individual programme and project Business Case delivery.

The PoMO also manages portfolio level communications, marketing and engagement activities and is in regular contact with the City Deal project teams and governance board members.

The City Deal is also supported by Carmarthenshire Council’s Section 151 Officer and Swansea Council’s Monitoring Officer as part of the statutory functions of the portfolio.

Chris Moore, Swansea Bay City Deal Section 151 Officer and Carmarthenshire County Council Director of Corporate Services.
Chris is responsible for the administration of the Joint Committee affairs under Section 151 of the Local Government Act 1972 and overall responsibility for the financial administration of the City Deal.

Debbie Smith, Swansea Bay City Deal Deputy Monitoring Officer and Swansea Council Monitoring Officer.
Debbie is responsible for ensuring good governance and maintaining the highest ethical standard, ensuing the legality of arrangements and that the Joint Committee Agreement is complied with.
