The Swansea Bay City Deal is one of four City and Growth Deals in Wales which are overseen by the Welsh Cities and Growth Deals Implementation Board. This is a joint UK Government and Welsh Government Board with overall responsibility for the City and Growth Deals in Wales. 

The Board provides assurance and advice to the Joint Chairs regarding strategic and operational issues, the release of funding to the Portfolio, the oversight and monitoring of projects, and effective governance and assurance. 

The Swansea Bay City Deal has a robust governance structure in place to ensure open, transparent and effective Portfolio management.

Joint Committee (JC)

Comprising of the four regional Local Authority Leaders, plus senior representatives from all eight primary partner organisations, it holds the Programme (Portfolio) Board and Portfolio Management Office to account and has overall responsibility for scrutiny and approvals.

Programme (Portfolio) Board

Responsible for overseeing the operations of the City Deal, this board reviews changes to business cases and developments to the Portfolio as it progresses. Members include the heads or senior representative from each of the eight partner organisations.

Chair, Wendy Walters, Chief Executive of Carmarthenshire County Council.

Economic Strategy Board (ESB)

This is a private sector advisory body which acts as the voice of business. The ESB provides strategic direction for the City Deal through advice to the Joint Committee on matters relating to the City Region. 

Chair, Chris Foxall, CEO of Hyppo Hydrogen Solutions. 

Joint Scrutiny Committee (JSC)

This committee provides advice and support as well as challenging the Joint Committee. It comprises of three elected members from each of the four local authorities.
